Also included in this email were instructions regarding when this form should be provided to parents. OCPS participates in the Medicaid Certified School Match Program in order to offset some of the district’s Exceptional Student Education (ESE) expenditures. The Office of Special Education and Rehabilitative Services (OSERS), as well as the Individuals with Disabilities Education Act (IDEA) and the Family Educational Rights and Privacy Act (FERPA) requires districts to obtain parent/guardian consent one-time only while a student has an Individualized Education Plan (IEP).
This one-time only consent allows the district to share confidential student information with Medicaid and other outside parties, to determine Medicaid billing eligibility, bill Medicaid for reimbursable services referenced on a student’s IEP, and receive Medicaid reimbursement for ESE services rendered while at school.
Your role in this process will be to present the Parent/Guardian Consent Form during an Initial Eligibility Meeting or an Annual Review. Attached is a Q&A on this form and instructions. Your principal has received a memo explaining your role, copies of the instructions, and the Parent /Guardian Consent Form (English and Spanish versions).
