The focus of this page is to provide information to improve internal controls and management of tangible personal property in accordance with District policies and procedures, Florida Statutes and rules of the Auditor General which govern property accountability and control.

  • Establish and maintain a system of control and accountability for capital assets having a value of $1,000.00 or more.

    • Accounting and reporting of capital assets such as: land, land improvements, buildings, building improvements, construction in progress, machinery and equipment, vehicles, infrastructure, easements and road right-of-ways.
    • Maintain proper accountability and system for control of all capital assets.
    • Coordinate an annual site-based physical inventory of all district owned tangible property.
    • Conduct physical inventory for changes in property custodians.
    • Reconcile physical inventories to perpetual property records and prepare monthly oversight reports.
    • Utilize methods to accurately identify, record, and evaluate capital assets.
    • Ensure compliance with federal and state laws, rules of the Auditor General and Board Policies and procedures as it relates to capital assets.
    • Conduct periodic training for property custodians and managers.
    • Track asset values for the purpose of insurance and provide such information to Risk Management.
    • Respond to requests for reports and information from sponsors, auditors and other parties.
    • All tangible personal property should be physically tagged, marked with indelible ink and updated in SAP within ten working days of receipt of the property tags.
    • Periodically review your perpetual inventory to identify any discrepancy and follow-up with property accounting to ensure accuracy of your baseline inventory data.
    • The ZAUI program is made available at a specific time during the fiscal year to allow work locations to record the results of their annual site-base inventory.
