EVMS Program Frequently Asked Questions (FAQ's)

  • The Enterprise Visitor Management System (EVMS) is a computer-based visitor registration application that enhances school security by reading visitor drivers’ licenses or other forms of government issued identification, comparing the information to a national sexual offender and sexual predator registry, alerting school/facility administrators if a match is found, then (assuming no match was made) printing a visitor badge that includes a photo of the individual. Orange County Public Schools (OCPS) has chosen to use Raptor Technology’s electronic visitor management system district-wide

  • Drivers’ licenses and other forms of government identification information are compared to a registry that consists of registered sexual offenders and sexual predators from all 50 states. The identification is also compared to district-wide Private Alerts to ensure there are no restrictions on visitation (i.e. custody orders, trespass notices, protection orders, or a variety of other court/legal documents). If a match is found, school/facility administrators and law enforcement personnel can take appropriate steps found in this document to keep the school/facility safe.

    Please note: Court records are not checked as part of EVMS.

  • Safety of students is the district’s highest priority. EVMS will provide a standardized system to track visitors and volunteers and manage access to OCPS schools/facilities, while potentially identifying people who may present a danger to students and employees. The system quickly prints visitor badges that include a photo, the name of the visitor, time, and date.

  • EVMS is only scanning the visitor’s name, date of birth, partial license/identification number, and photo for comparison with a national database of registered sexual offenders and sexual predators. Additional visitor data will not be gathered or stored nor will it be shared with any outside company or organization.

  • Yes, anyone who visits an OCPS facility is considered a visitor. All visitors must be screened through the EVMS system. Those who are on campus for volunteer opportunities are visitors and, after completing their volunteer check-in, must be scanned through EVMS using a government issued identification card. OCPS employees who are visiting a school/facility to which they are not assigned must display their OCPS employee badge at all times and must be entered manually into EVMS. Visiting OCPS employees who do not have a current OCPS employee badge must present their ID to be scanned and shall wear the EVMS badge during their visit just like any other visitor. Substitute teachers shall present their ID for scanning upon each visit.

    Please note: Your School Resource Officer (SRO) does not need to be scanned, or manually entered into EVMS while on duty.

    Please note: OCPS employee training events that utilize a sign-in sheet will not require scanning or manually entering attendees into EVMS.

  • When there is a large event scheduled during the school day that is supervised by OCPS faculty and/or staff, those visitors who will be spectators do not need to be scanned into EVMS. The exception is for those visitors who will be attending the event and who will also be volunteering and having one-on-one interaction with students at the event. These volunteers will need to check into the volunteer system and then be scanned into EVMS.

    Please note: Field day is an exception and any spectators/volunteers will need to be scanned into EVMS.

  • Yes, OCPS needs to be sure of who is entering each school/facility, the purpose of the visit, and, particularly if a student is involved (i.e. early pickup), be able to confirm that an individual has the authority to have access to the student. By requiring a driver’s license or other form of government issued identification for scanning into EVMS, the district’s highest priority of keeping students and staff safe is being supported.

  • Contact the school/facility administrator immediately. The administrator will explain the process to the visitor and attempt to obtain the necessary information. Based on their findings, the administrator will make a determination as to whether the visitor will be allowed entry or refused. If access to the school/facility is granted, an OCPS employee from that school/facility will escort the visitor throughout the entire visit.

  • Yes, manually entering the name and agency affiliation of a visiting law enforcement officer, firefighter, or other governmental official, uniformed or otherwise, using his/her agency badge or credentials is the only action required. The generic birthdate of 01-01-1900 shall be used.

    Please note: Where law enforcement officers, firefighters, or other first responders are responding to an emergency, the EVMS sign-in process is not to be used.

  • Yes. EVMS has designated checkboxes to identify a visitor as a contractor or lobbyist. Additional fields will require information to verify the status of either category of visitor.

  •  

    1. A sexual offender is an individual who meets one or more of the following criteria:

    a. has been convicted of a qualifying sexual offense in Florida or in another jurisdiction; OR

    b. has been released from or is currently serving parole, probation, or incarceration for a qualifying sex offense on or after October 1, 1997; OR

    c. establishes or maintains a residence (permanent, temporary, or transient) in Florida and has a requirement to register or would have a requirement to register as a sexual offender in another jurisdiction; OR

    d. was adjudicated delinquent on or after July 1, 2007, for various offenses and was 14 years of age or older at the time of the offense.

    Please note: There are a number of qualifying offenses that would classify an individual as a sexual offender. Please consult the Frequently Asked Questions webpage provided by The Florida Department of Law Enforcement (FDLE) for more specific information.

    2. A sexual predator is a person who has been convicted of a sexually violent offense as defined in Section 775.21, Florida Statutes, and has a written court order designating the individual as a sexual predator. Please consult The Florida Sexual Predators Act at Section 775.21, Florida Statutes, and the Frequently Asked Questions webpage provided by The Florida Department of Law Enforcement (FDLE) for more specific information.

    3. Florida law requires sexual offenders and sexual predators to register their address with their local sheriff’s office. Details on registration requirements are available at FDLE’s web site; a searchable database of predators and offenders residing in Florida is also available at the FDLE site.

  • 1. Schools
    Sexual predators or sexual offenders may have occasion to visit a school (i.e. relative of a student, attending a school event, etc.). Normal caution should always be followed. Paying attention to the visitor’s demeanor, body language, and verbal cues is, as in any situation, the key to personal safety. If in doubt, always summon assistance immediately. Remain calm and ask the visitor to take a seat, as a school administrator must approve the visit. Do not go into details or give further explanations. The visitor will not be allowed to enter the school/facility without an OCPS employee who will escort the visitor throughout the entire visit. If the visit is approved by the school administrator, the badge must be printed.

    2. Other District Facilities
    Sexual predators or sexual offenders may have day to day business in an OCPS facility other than a school. Again, normal caution should always be followed. Paying attention to the visitor’s demeanor, body language, and verbal cues is, as in any situation, the key to personal safety. If in doubt, always summon assistance immediately. Remain calm, print the badge, and ask the person to take a seat, as a facility administrator may escort the visit.

  • The school/facility administrator will be automatically notified. Normal caution should always be followed. Paying attention to the visitor’s demeanor, body language, and verbal cues is, as in any situation, the key to personal safety. If in doubt, always summon assistance immediately.

    1. Schools
    Remain calm, print the badge, and ask the person to take a seat, as a school administrator or designee must approve the visit. An email and a text will be sent to school administrators and other designees in regards to the visitor as soon as there is a positive match. Do not go into details or give further explanations.

    2. Other District Facilities
    Remain calm, print the badge, and ask the person to take a seat, as district staff must escort the visitor depending on the nature of the alert. If the visitor is an OCPS employee, contact Employee Relations for further direction. If the visitor is not an OCPS employee, a facility administrator or designee will be automatically notified to approve the visit. Do not go into details or give further explanations.

  • Generally speaking, as long as they have a legitimate reason to be in a district school/facility (i.e. visiting a legal dependent, attending a school event, etc.), visitors may not be denied access. However, such visitors shall only be given limited access and shall be accompanied/supervised at all times by an OCPS employee of the school. When in doubt, consult with the school/facility administrator.

  • Supplies for EVMS are the responsibility of each school or facility. They are available on iBuy under OCPS Supply Center. Individual facilities will have the option to buy a variety of colors if desired.

  • Complaints from visitors regarding the EVMS system shall be managed by the on-site staff and, if necessary, escalated through the appropriate reporting lines.
