District Staffing Specialists

Each DSS is assigned to specific schools for on-site support.  The DSS has at least three years of experience as a school based staffing coordinator or specialist.  Each person is expected to provide clear, concise information to schools regarding current practices in the ESE department.  There are internal monthly meetings to address school concerns and determine the need for district intervention or clarification.  Schools are encouraged to contact their district staffing specialist as needed. 

School Based Staffing Personnel

The directory includes the names of persons serving as the LEA Representative for  K-12 and district schools or the ESE Contact for charter schools at all instructional sites in Orange County Public Schools.  Schools are listed by elementary, K-8, middle, high, charter and district sites.  This information is helpful when seeking information about a student who has transferred to/from a school and/or making general inquiries about ESE students.

Exceptional Student Education Program Codes

A list of the alphabetical program codes used by the FLDOE is provided for reference by schools.  The names have changed with the revisions from I.D.E.A. 2004; however, the code letters are the same. 

ESE State Reporting Office

The ESE Processing Center staff is responsible for data entry of ESE paperwork.  An average of 50,000 meeting records is inputted yearly.  The staff tracks paperwork parent signatures on documents and the number of packets entered in the student database system.  A monthly record and year-to-date record is always maintained to assist schools in determining the accuracy of paperwork submitted to the district office.

Florida Department of Education Protocols

The school district participated in the newly developed state Self Assessment process. The entire process is a web-based system that requires data entry for specific areas of ESE compliance.  The Bureau of Exceptional Education and Student Services (BEESS) has developed standard monitoring protocols for each critical I.D.E.A. procedure. The protocols are based on the U.S. Department of Education's Performance Plan.  Florida must submit a yearly accountability report to the U.S. D.O.E.   The district office staff will utilize these protocols to monitor compliance at the school level.  School staff is encouraged to review the information and conduct periodic checks at the school site to further ensure accurate reporting of services to SWD.  The most current protocols are dated 2009 and are listed at the bottom of this page.
